Juan Marquez of the San Diego County Sheriff\u2019s Office. Houchins has been with San Diego police for 16 years and is assigned to patrol duties in the city\u2019s Western Division.<\/p>\n<p>The incident began at about 11 a.m. Wednesday, when San Diego police officers came upon an occupied stolen vehicle on Tecolote Road in the Morena neighborhood of San Diego, officials said. They attempted a vehicle stop, but the driver fled, prompting a pursuit. The vehicle traveled across multiple freeways and surface streets before the pursuit was terminated due to community safety concerns.<\/p>\n<p>A short time later, officers noticed the vehicle stopped and attempted to contact the driver, who fled for a second time, police said.<\/p>\n<p>As the pursuit continued, officers deployed tire deflation devices on Derby Farms Road near Steeple Chase Row, just south of the Fairbanks Ranch Country Club.
