{"id":2284,"date":"2026-06-07T05:01:43","date_gmt":"2026-06-07T12:01:43","guid":{"rendered":"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/06\/07\/grossmont-school-districts-contracting-student-services-face-new-scrutiny\/"},"modified":"2026-06-07T05:01:43","modified_gmt":"2026-06-07T12:01:43","slug":"grossmont-school-districts-contracting-student-services-face-new-scrutiny","status":"publish","type":"post","link":"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/06\/07\/grossmont-school-districts-contracting-student-services-face-new-scrutiny\/","title":{"rendered":"Grossmont school district\u2019s contracting, student services face new scrutiny"},"content":{"rendered":"<div>\n<div>\n<p><span>Three years after Grossmont Union High School District ended its work with a mental health services provider over the organization\u2019s support of LGBTQ+ youths, a new report by a watchdog group says the decision was at odds with district plans and was harmful to students.<\/span><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/06\/06\/us-military-shot-down-iranian-drones-launched-toward-strait-of-hormuz\/\">US military shot down Iranian drones launched toward Strait of Hormuz<\/a><\/p>\n<p><span>The county civil grand jury concluded the school board canceled the contract based on a misrepresentation of the facts, failed to act in students\u2019 best interest, disparaged the school community and took actions that were supposed to be handled by district staff.<\/span><\/p>\n<p><span>The school district should collaborate anew with San Diego Youth Services, three years after it opted not to renew the organization\u2019s contract, the 41-page report says.<\/span><\/p>\n<p><span>It also recommends the district\u2019s board of trustees comply with a number of its own policies, ensure continuity of services for students and align its decisions with both its own plan and state law.<\/span><\/p>\n<p><span>Grossmont is reviewing the report and will write an official response within 90 days as required by law, said district spokesperson Collin McGlashen.<\/span><\/p>\n<p><span>He characterized the report as a difference of opinion about the board\u2019s actions, rather than findings that the board violated its policies.<\/span><\/p>\n<p><span>\u201cReasonable people may disagree with those decisions. However, disagreement with a Board decision is not, in and of itself, evidence that Board policies, bylaws, or the Education Code were violated,\u201d McGlashen wrote in an email.<\/span><\/p>\n<p><span>The report follows a contentious few years for the East County high school district, which has seen a revolving door of superintendents, a spate of litigation and a rebellion over layoffs.<\/span><\/p>\n<div>\n<\/div>\n<p><span>In 2023, its board <\/span><span>voted not to renew its contract<\/span><span> with San Diego Youth Services \u2014 a decision the report says left district students without mental health services for four months.<\/span><\/p>\n<p><span>Meridith Coady, the chair of the civil grand jury\u2019s education committee and author of the report, said she became interested in Grossmont\u2019s handling of the contract after seeing students advocate for it and reading The San Diego Union-Tribune\u2019s reporting on the district\u2019s governance.<\/span><\/p>\n<p><span>\u201cI was really struck by the board meeting \u2026 and just the passion of the students speaking about how important San Diego Youth Services had been for them,\u201d she said.<\/span><\/p>\n<p><span>Her panel\u2019s report found that the school board rejected a renewal of the contract after a public comment made by someone \u201cwho had no mental health training or licensure\u201d and who made claims \u201ceasily disproven with minimal fact-finding.\u201d<\/span><\/p>\n<div>\n<\/div>\n<p><span>The report doesn\u2019t identify that person, but it appears to refer to Anthony Carnevale, a board trustee for Cajon Valley Union School District, an elementary district that feeds into Grossmont.<\/span><\/p>\n<p><span>Carnevale had objected to a separate San Diego Youth Services program called Our Safe Place, which provides mental health services and other support for LGBTQ+ youths. Grossmont\u2019s contract did not include that program.<\/span><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/06\/06\/un-food-agency-says-millions-are-being-pushed-into-hunger-by-iran-war\/\">UN food agency says millions are being pushed into hunger by Iran war<\/a><\/p>\n<p><span>Asked for comment, Carnevale said he shared San Diego Youth Services materials he found objectionable with the grand jury at its request.\u00a0<\/span><\/p>\n<p><span>In a Facebook post, he called the report \u201ca partisan hit piece that obsesses over my public comment and treats elected trustees like subordinates who must obey unelected bureaucrats.\u201d<\/span><\/p>\n<p><span>\u201cThis report is a blatant attempt by unelected activists to supplant the will of the voters,\u201d he wrote.<\/span><\/p>\n<p><span>In its report, the grand jury found that even on Grossmont campuses where contracts with San Diego Youth Services were still in place, the services provider was met with stigma and uncooperation.<\/span><\/p>\n<p><span>The panel also explored what a trustee meant when he declared, in deciding not to renew the organization\u2019s contract, that \u201cwe need to look for alternatives that best reflect the East County <\/span><span>values.\u201d<\/span><\/p>\n<p><span>The phrase \u201cEast County values\u201d was a \u201cflashpoint\u201d in the discussion but was not defined at the time, the grand jury said. But it pointed to later text messages obtained by the Union-Tribune for a clearer sense of what the trustee meant.<\/span><\/p>\n<p><span>\u201cOur community values are respect, responsibility, resilience and rigor,\u201d Gary Woods had said at a January 2025 board meeting.\u00a0<\/span><\/p>\n<p><span>In a subsequent text message to a group that included other board members, Woods wrote: \u201cEast County Values! Respect, Responsibility, Resilience, Rigor. Let\u2019s end DEI.\u201d<\/span><\/p>\n<p><span>That goal was not shared with the services provider, the grand jury report says.<\/span><\/p>\n<p><span>Both San Diego Youth Services and another organization contracted by the district \u201cfollowed the law and maintain internal policies to ensure students had access to services, regardless of their gender, sexual orientation, ethnicity, disability or other characteristics,\u201d it found.<\/span><\/p>\n<p><span>\u201cThe Trustee\u2019s stated goal of ending diversity, equity, and inclusion as part of \u2018East County Values\u2019 was not shared by the providers working directly with students,\u201d the report said.<\/span><\/p>\n<p><span>Jonathan Castillo, the CEO of <\/span><span>San Diego Youth Services,<\/span><span> said his organization is open to working with Grossmont again.<\/span><\/p>\n<p><span>\u201cOur concern was the disruption in care for students who relied on those services and the trusted relationships they had built with our mental health team,\u201d he said in a statement. \u201cWe remain committed to the well-being of youth in our community and would welcome the opportunity to partner with Grossmont Union High School District again in the future.\u201d<\/span><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/06\/06\/photos-usns-thurgood-marshall-christening\/\">Photos: USNS Thurgood Marshall christening<\/a><\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Students were harmed by the board&#8217;s 2023 move to drop a mental-health services provider over objections to its support of LGBTQ+ youth, a new report finds.<\/p>\n","protected":false},"author":1,"featured_media":2283,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[],"class_list":["post-2284","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-education"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
