(150 words max)

Families in our district are struggling. The cost of housing, healthcare and daily expenses keeps rising. Parents can’t afford homes in the neighborhoods where they grew up, and workers are one emergency away from a financial crisis. This affordability crisis needs representatives who will genuinely fight for real relief, not just talk about it.

I’m running for Assembly because our community deserves a representative who delivers. I have cut red tape that drives up housing costs, expanded access to affordable healthcare and worked to reduce gas prices. In just over one year, I secured over $10 million for wildfire protection and community parks across our district, authored legislation closing loopholes that left our schools and workplaces vulnerable to threats of violence and became chair of the Assembly Education Committee.

I’m a middle-class mom of three. I understand what families are going through because I experience it. I didn’t run for Assembly to make promises. I ran to provide solutions, and my record shows I can deliver.

2) What are the top 3 issues facing this district? (150 words max)

Affordability: Housing, healthcare and everyday expenses keep climbing. Families are being priced out of neighborhoods they’ve called home for generations, and working people are struggling to make ends meet. We need to do everything possible to provide relief and stop this cost-of-living crisis.

Accessibility: From education to healthcare, families across our district depend on being able to access the services and opportunities they need. Whether it’s getting quality care, enrolling children in good schools or navigating essential services, public institutions need to effectively serve the public.

Public safety: Public safety is the first responsibility of the government. Families deserve to feel safe from crime and fires, and that requires a sustained commitment and smart investments in community protection and prevention.

3) What are the first 3 things you would do in office if elected? (150 words max)

Here are the first three things I delivered after taking office:

Made our community safer. I authored AB 237 to close a loophole that left schools, places of worship and workplaces vulnerable to threats of mass violence. After threats targeted Shoal Creek Elementary, our community needed clear authority to prosecute these dangers before tragedy strikes.

Secured $10 million for fire protection and parks. This includes funding for vegetation management and fire retardant along evacuation routes, plus community and park improvements across the entire district. These investments protect lives and infrastructure while strengthening the spaces where families gather.

Became a leader in education policy. I immediately dove into education funding mechanisms and policy details to understand how I could improve this system and help more students thrive. As the chair of the Education Committee, I am working to improve the state of education to set our next generation up for success.

4) What should California do to solve its shortage of affordable housing and curb homelessness? Which existing efforts do you believe are working, and which aren’t? (150 words max)

Our kids can’t afford to stay in the neighborhoods where they grew up. People are leaving California or ending up on our streets because housing costs have forced their hands.

I’ve supported cutting red tape that blocks housing by streamlining permits and eliminating unnecessary requirements for housing. Building affordable homes that work for your communities will help bring down prices in the near future. To help families afford housing today, I’ve supported state funding to help first-time homebuyers with down payments and helped expand the low-income housing tax credits. And to prevent people from slipping through the cracks, I’ve backed transitional housing programs and aid programs to keep families in their homes before a crisis hits.

5) This district and its neighbors are vulnerable to climate change impacts like wildfires, rising seas and extreme heat, and to the health effects of climate-warming emissions. What should California do to improve climate resilience and reduce emissions and fire risk? (150 words max)

Fire safety is personal in our district, and this threat grows every year with climate change. I’ve taken both a short-term and long-term approach to protect our community today while securing the next generation’s future. I secured over $1.2 million for San Diego Fire-Rescue to clear dead brush across 40 acres and apply fire retardant along high-risk evacuation routes and the urban-wildland interface in our community. This proactive funding protects our community today, before a spark becomes a disaster.

Long-term, we need practical solutions that don’t punish working families already struggling with costs. I’ve been a supporter of opening our energy grid to cheap and clean energy from neighboring states. I fought against decreasing credits for solar, and I supported expanding California’s program to reduce carbon emissions while investing in a greener future. Climate action works when it improves people’s lives through cleaner air, lower energy costs and safer communities.

6) Laws enshrined in California’s Constitution that protect residents from tax increases have also painted local governments into a corner as they seek to fund basic services and have led to chronic underfunding of schools. What would you do about this? For instance, would you support changes to Proposition 13 to remove its protections for commercial properties? (150 words)

I support Proposition 13. Californians are exhausted of new taxes because they haven’t seen the taxes they currently pay used effectively enough to justify increases. Our schools need more funding, but we have to accomplish that without overburdening San Diegans with taxes that make our region less affordable.

7) In light of those constraints, along with federal funding cuts, how should California balance its budget and fund basic services? Where would you seek new revenues or savings? (150 words)

Read more Q&A: Meet Rick Shea, candidate for San Diego County Board of Education in District 5

California faces difficult budget choices, particularly with potential federal funding cuts. My priority is protecting classroom funding, the foundation of our state’s future, while improving accessibility to essential services like public safety and healthcare.

We need to be honest. Before we can have productive conversations about revenue, we must prove we’re managing current resources effectively. Recent state audits found millions in basic administrative failures in unused cell phones costing $4.6 million, overpayments due to poor tracking and uncashed checks sitting for years. Before we ask taxpayers for more, we need to prove we can manage what we already have. That means eliminating waste, modernizing inefficient systems and ensuring every program delivers measurable results. I’ve seen too many well-intentioned programs that don’t justify their cost.

8) Speaking of spending, Californians consistently rank the cost of living as a big concern. Recent jumps in the costs of fuel, food and other goods — combined with federal cuts to safety-net programs, new limits on certain federal loans and more — are further squeezing residents who were already struggling. What relief would you seek to offer, and how? (150 words max)

San Diego families are squeezed by the two biggest cost drivers in California — housing and healthcare — and that’s exactly where I’ve focused my work in the Assembly. On housing, I authored legislation to cut the regulatory costs that make building a home in our community so expensive. On healthcare, I’ve gone after the bad actors driving up premiums and those who are restricting access to the care families depend on. For immediate relief, I voted to expand California’s fuel options for cheaper and cleaner choices, and I’ve proactively protected in-state refineries from closing so that gas prices don’t spike every time those in Washington act against our interests. San Diegans shouldn’t be the ones left holding the bill. As a middle-class mom of three, I didn’t run for Sacramento to talk about affordability; I ran to do something about it.

9) President Trump has made cracking down on immigration a cornerstone of his administration, ordering widespread arrests and detentions of immigrants nationwide and directing military resources to a new military zone along the U.S.-Mexico border. What impact have these actions had on this district? What are your goals on immigrants, immigration and the border, and how would you pursue them in the Legislature? What is your message to constituents who are immigrants? (150 words max)

Armed raids on workplaces, schools and places of worship don’t make anyone safer. The Trump administration’s tactics have prioritized fear and headlines rather than public safety. I believe our country should have strong borders and immigration enforcement designed to keep people safe, not keep people scared. I support efforts to reform our immigration system to allow law-abiding people to become citizens and continue contributing to our country. I think people who came here to commit crimes and hurt others should be deported. And I think the vast majority of Americans agree.

In the Legislature, I’ve supported common-sense protections that keep our community functioning. Schools and hospitals should be safe spaces where families can access education and healthcare without fear, so I voted to protect these spaces. Students shouldn’t lose their educational progress because of immigration status, so I supported programs allowing them to stay in school.

My message to immigrant communities is simple: You are a valued part of our community. We are a nation of immigrants. You work here, your children go to school here, and you contribute to what makes our district strong. I am going to continue fighting for that American Dream.

10) Health care costs for many Californians are rising — some because of new federal eligibility requirements, some because of Gov. Gavin Newsom’s moves to limit Medi-Cal coverage for some immigrants. How would you rein in costs? Would you vote to reverse the governor’s cuts to immigrant health care coverage? (100 words max)

Healthcare costs are rising because of decisions made in Washington. The Trump administration slashed premium subsidies, destabilized our hospital system and kicked healthy people off insurance, which drives up costs for everyone left in the risk pool.

I’ve successfully fought to rein in costs by protecting Californians’ coverage so premiums don’t spiral, holding bad actors like pharmacy benefit managers accountable for inflating prices and strengthening our public healthcare infrastructure that delivers care more affordably. Additionally, I secured a loan repayment extension for Palomar hospital to keep it and its maternity ward open for close to 1 million residents who depend on it and helped secure state grant funding for behavioral health infrastructure across the county. I will continue to do everything possible to ensure that our community has access to quality affordable healthcare.

California can’t control what Washington does, but we can protect our residents from the worst of it and go after those profiteering off our healthcare system.

11) Among the many ballot measures being pursued by lawmakers and citizens for the November ballot are a handful that have drawn much attention and money. Should each of the below measures qualify for the November ballot, would you personally vote for measures that would do the following? (50 words max per measure)

— make ride-hail companies like Uber and Lyft liable for sexual assaults committed in cars?

— require voters to provide a government-issued ID each time they vote?

— levy a one-time 5% wealth tax on people with over $1 billion in assets?

— pass $10 billion in bonds to fund affordable housing development?

California’s proposition system gives voters the opportunity to weigh in directly on issues facing our state.
