(150 words max)<\/b><\/p>\n<p><span>I\u2019m running for State Assembly because we need change in Sacramento.\u00a0<\/span><\/p>\n<p><span>Too many of our friends and neighbors feel defeated, believing the California dream is out of reach. From groceries to childcare to insurance, homeowners and families are struggling with skyrocketing costs. Renters are rightfully frustrated by soaring rents. School children are falling behind while Sacramento politicians are looking out for themselves and special interests.<\/span><\/p>\n<p><span>As a city council member and former mayor, I have real experience improving affordability, reducing homelessness, keeping our residents safe and supporting small businesses. I have a record of delivering results for the same community where I was born and raised, and I\u2019ll build on that record to deliver solutions and bring relief for families in our region.<\/span><\/p>\n<div>\n<\/div>\n<p><b>2) What are the top 3 issues facing this district? (150 words max)<\/b><\/p>\n<p><span>Soaring prices, housing affordability and public safety. Families across the state are feeling the pressure, and for many it\u2019s getting harder to stay in the communities where they\u2019ve lived their whole lives.<\/span><\/p>\n<p><span>The cost of living is hitting working people from every angle. Donald Trump\u2019s economy means families are paying more for gas, health care, groceries, childcare and utilities. It\u2019s getting harder to get ahead. I\u2019m a father with a daughter attending college. We live paycheck to paycheck like many, and I feel these same pressures myself; I personally understand people\u2019s frustrations.\u00a0<\/span><\/p>\n<p><span>More needs to be done to make housing and everyday life more affordable.<\/span><\/p>\n<div>\n<\/div>\n<p><span>Public safety is also a top concern. People deserve to feel safe in their neighborhoods.<\/span><\/p>\n<p><b>3) What are the first 3 things you would do in office if elected? (150 words max)<\/b><\/p>\n<p><span>My immediate focus in the Assembly will be on solutions that lower costs, make housing more affordable and ensure our communities are safe while keeping government accountable.\u00a0<\/span><\/p>\n<p><b>4) What should California do to solve its shortage of affordable housing and curb homelessness? Which existing efforts do you believe are working, and which aren\u2019t? (150 words max)<\/b><\/p>\n<p><span>In my city we were able to both address homelessness and affordable housing, and I\u2019m proud of that record. Since I was elected, we\u2019ve reduced homelessness by over 25%, and ours is one of the only cities that\u2019s tackled the affordable housing crisis head-on, approving a transitional housing project that created permanent supportive housing for veterans and formerly unhoused individuals.<\/span><\/p>\n<p><span>In addition to the pinch families are feeling from Donald Trump\u2019s economy, housing costs are the biggest driver for the soaring cost of living in California. We need to streamline housing approvals, hold agencies accountable and set clear, enforceable timelines to eliminate delays. Creating a more efficient process and less bureaucracy would help bring more housing stock online and reduce those pressures.<\/span><\/p>\n<p><b>5) This district and its neighbors are vulnerable to climate change impacts like wildfires, rising seas and extreme heat, and to the health effects of climate-warming emissions. What should California do to improve climate resilience and reduce emissions and fire risk? (150 words max)<\/b><\/p>\n<p><span>Representing a coastal city on the city council that also borders a wildfire risk area, I see firsthand the effects of climate change on our beaches and open spaces that are now more vulnerable to erosion, wildfires, flooding and drought.<\/span><\/p>\n<p><span>Having this local experience is vital. Instead of attempting to address these issues only from Sacramento, California and the legislature need to do more to work with local jurisdictions to ensure they have the resources and personnel to combat flooding, extreme weather and mitigate wildfire risk. Sacramento needs to listen more to those on the ground and the communities that are adjacent to these areas that are more prone to wildfire risk.\u00a0<\/span><\/p>\n<p><span>California already has some of the strictest emission standards in the country. Instead of adding more laws, we need to enforce the laws we have and hold corporations and polluters responsible when they break the law or cause harm to our environment.<\/span><\/p>\n<p><b>6) Laws enshrined in California\u2019s Constitution that protect residents from tax increases have also painted local governments into a corner as they seek to fund basic services and have led to chronic underfunding of schools. What would you do about this? For instance, would you support changes to Proposition 13 to remove its protections for commercial properties? (150 words)<\/b><\/p>\n<p><span>I don\u2019t support changes to Prop. 13, but I supported Proposition 55 in 2016 that approved more funding for our schools and additional funding for Medi-Cal. In my city, we\u2019ve been able to keep our communities safe and reduce homelessness by fully funding our public safety services and growing our local economy to help us stay fiscally accountable.\u00a0<\/span><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/05\/10\/qa-meet-richard-barrera-candidate-for-california-state-superintendent-of-public-instruction-4\/\">Q&amp;A: Meet Richard Barrera, candidate for California state superintendent of public instruction<\/a><\/p>\n<p><b>7) In light of those constraints, along with federal funding cuts, how should California balance its budget and fund basic services? Where would you seek new revenues or savings? (150 words)<\/b><\/p>\n<p><span>We have to take a hard look at how taxpayer dollars are being spent. That means identifying inefficiencies, cutting waste and making sure programs are delivering results for California\u2019s communities.\u00a0<\/span><\/p>\n<p><span>In my time as council member and mayor, I\u2019ve made tough budget decisions, prioritized essential services, kept our city safe and ensured our city remained fiscally sound even during challenging periods.<\/span><\/p>\n<p><span>Cuts alone are not a complete solution. Public education, health care and public safety are areas where pulling back creates bigger problems. If additional revenue is part of the conversation, it should be approached carefully and fairly, without placing additional strain on working families who are already dealing with a high cost of living. Any revenue decisions should be tied to clear outcomes and accountability so taxpayers know their money is being used effectively.<\/span><\/p>\n<p><b>8) Speaking of spending, Californians consistently rank the cost of living as a big concern. Recent jumps in the costs of fuel, food and other goods \u2014 combined with federal cuts to safety-net programs, new limits on certain federal loans and more \u2014 are further squeezing residents who were already struggling. What relief would you seek to offer, and how? (150 words max)<\/b><\/p>\n<p><span>Housing costs continue to be the biggest driver for the rising cost of living, and working to bring new housing stock online would lower costs and lower rents across the board for families and renters.\u00a0<\/span><\/p>\n<p><span>We need firm deadlines for approvals, we need to hold agencies accountable, and we need to expand incentives for cities that produce housing, especially near jobs and transit. It\u2019s important to ensure development includes a range of housing types and affordability levels so communities can grow without pushing current residents out.<\/span><\/p>\n<p><b>9) President Trump has made cracking down on immigration a cornerstone of his administration, ordering widespread arrests and detentions of immigrants nationwide and directing military resources to a new military zone along the U.S.-Mexico border. What impact have these actions had on this district? What are your goals on immigrants, immigration and the border, and how would you pursue them in the Legislature? What is your message to constituents who are immigrants? (150 words max)<\/b><\/p>\n<p><span>This question is personal for me. People in my city and across our region are terrified and outraged by the brutal, unconstitutional tactics the Trump Administration has pursued, not just against immigrants but against American citizens.<\/span><\/p>\n<p><span>My parents were immigrants. They were small business owners and hard workers, people of faith who served their community. They instilled in me values I cherish and a work ethic I\u2019m proud of.\u00a0<\/span><\/p>\n<p><span>I support the recent bills that require federal agents to be unmasked and able to identify themselves with the same rules our local law enforcement follow.\u00a0<\/span><\/p>\n<p><span>To immigrants in our community who are scared to go to work or take their kids to school, I understand the fear and the struggle. I will stand up against demagoguery, scapegoating and hateful rhetoric. California is strong because of our immigrant populations. I will always be a champion for families like mine that are the backbone for what is the world\u2019s fourth-largest economy, this state we all call home.\u00a0<\/span><\/p>\n<p><b>10) Health care costs for many Californians are rising \u2014 some because of new federal eligibility requirements, some because of Gov. Gavin Newsom\u2019s moves to limit Medi-Cal coverage for some immigrants. How would you rein in costs? Would you vote to reverse the governor\u2019s cuts to immigrant health care coverage? (100 words max)<\/b><\/p>\n<p><span>Washington has failed California families by allowing health care premiums to rise and gutting crucial programs like Medi-Cal.\u00a0<\/span><\/p>\n<p><span>Lowering insurance premiums and creating more oversight and transparency around healthcare pricing would help bring down costs, especially when it comes to hospitals, insurers and prescription drugs. Patients deserve to know what they are being charged and why, and the state should do more to hold hospitals and insurance companies accountable when costs don\u2019t reflect the care being provided. That includes stronger enforcement around price transparency and making it easier for patients to compare costs before they receive care.<\/span><\/p>\n<p><span>I support policies that directly bring down out-of-pocket costs, particularly for prescription drugs and routine care. Allowing the state to negotiate better prices, expanding access to lower-cost generic medications,and capping certain out-of-pocket expenses can make a meaningful difference for families who are already stretched thin. At the same time, we need to invest more in preventive and community-based care so people can get treatment earlier.<\/span><\/p>\n<p><b>11) Among the many ballot measures being pursued by lawmakers and citizens for the November ballot are a handful that have drawn much attention and money. Should each of the below measures qualify for the November ballot, would you personally vote for measures that would do the following? (50 words max per measure)<\/b><\/p>\n<p><b>\u2014 make ride-hail companies like Uber and Lyft liable for sexual assaults committed in cars?<\/b><\/p>\n<p><b>\u2014 require voters to provide a government-issued ID each time they vote?<\/b><\/p>\n<p><b>\u2014 levy a one-time 5% wealth tax on people with over $1 billion in assets?<\/b><\/p>\n<p><b>\u2014 pass $10 billion in bonds to fund affordable housing development?<\/b><\/p>\n<p><span>This section is asking how I will vote in November. I can\u2019t say how I will vote on items not yet qualified for the ballot.
