(150 words max)<\/b><\/p>\n<p><span>I bring a lifelong commitment to public safety and service to this campaign, as a U.S. Army Veteran, retired Sheriff\u2019s Department captain and a San Marcos City Councilman, and a proven track record of protecting our communities and managing taxpayer dollars responsibly.<\/span><\/p>\n<p><span>In San Marcos, I helped make the city one of the safest and most fiscally responsible in California while supporting smart growth, strong infrastructure and a high quality of life.<\/span><\/p>\n<p><span>I understand that the skyrocketing cost of living in California is driving families, young professionals and retirees out of the state they call home.<\/span><\/p>\n<div>\n<\/div>\n<p><span>California is at a crossroads, and I am ready to put my experience to work to fight for the hardworking families who deserve a safer, brighter and more affordable future in the Golden State. Together we can bring common-sense solutions back to Sacramento and ensure California remains a place where everyone can thrive.<\/span><\/p>\n<p><b>2) What are the top 3 issues facing this district? (150 words max)<\/b><\/p>\n<p><span>The top three issues facing my district are Infrastructure, public safety and local control, including with regard to housing.<\/span><\/p>\n<p><span>Infrastructure: Sacramento has misused our transportation and traffic tax monies. Despite SB 1, gas taxes and $231 million in spending, our roads are dilapidated. We need new priorities that put traffic improvements first!<\/span><\/p>\n<div>\n<\/div>\n<p><span>Public safety: Voters passed Proposition 36 overwhelmingly to restore accountability to the criminal justice system, but Sacramento has failed to fund implementation. Sanctuary state policies are making our communities less safe.<\/span><\/p>\n<p><span>Local control: Sacramento policies are interfering with local decision-making, especially with regard to local housing and zoning laws. This inhibits quality housing that benefits our communities and residents.<\/span><\/p>\n<p><b>3) What are the first 3 things you would do in office if elected? (150 words max)<\/b><\/p>\n<p><span>My priorities when elected include:<\/span><\/p>\n<ol>\n<li><span>Lower taxes: Despite the rapidly increasing cost of living, Sacramento politicians continue to levy taxes and bad financial policies across our state. I believe in lowering taxes to give relief to working families.<\/span><\/li>\n<li><span>Stop the gas tax: The cost of gas is one of the highest in the nation, causing many average Californians to struggle to keep up with rising costs. By stopping the annual increase of the gas tax, we can return gas prices to the national average, giving a much-needed break to working families.<\/span><\/li>\n<li><span>Put public safety first: I will work to fund implementation of Prop. 36 to restore accountability to the system and work to repeal sanctuary state laws, which are making our communities less safe. This benefits our businesses, which are the financial backbone of our communities.<\/span><\/li>\n<\/ol>\n<p><b>4) What should California do to solve its shortage of affordable housing and curb homelessness? Which existing efforts do you believe are working, and which aren\u2019t? (150 words max)<\/b><\/p>\n<p><span>Sacramento lawmakers have failed our communities by continuing to aggravate our state\u2019s growing homelessness issue. By throwing funding at the problem and adopting housing-first policies without addressing the underlying issues, homelessness individuals across our state continue to suffer. We need to address the root causes of homelessness while balancing the needs of our communities.<\/span><\/p>\n<p><span>Decreasing homelessness: The sharp uptick in homelessness across our state is a crisis. Instead of criminalizing individuals, I will work to fund drug rehabilitation and mental health programs so we can start to solve homelessness at the root.<\/span><\/p>\n<p><span>Protecting communities: We need to remove encampments from the immediate area surrounding schools, churches, libraries, parks and sidewalks to allow residents to safely access these public spaces.<\/span><\/p>\n<p><span>By prioritizing the causes of homelessness and the needs of the community, we can create safe cities that serve every resident.<\/span><\/p>\n<p><b>5)<\/b> <b>This district and its neighbors are vulnerable to climate change impacts like wildfires, rising seas and extreme heat, and to the health effects of climate-warming emissions. What should California do to improve climate resilience and reduce emissions and fire risk? (150 words max)<\/b><\/p>\n<p><span>On wildfires, we need to stop treating prevention as an afterthought. That means clearing brush, thinning forests, expanding fuel breaks and actually using controlled burns at scale. We\u2019ve allowed conditions to build up for decades, and now communities are paying the price.<\/span><\/p>\n<p><span>We need to\u00a0upgrade infrastructure, improve water storage and make sure our grid can handle extreme heat without failing.<\/span><\/p>\n<p><span>When it comes to emissions, I support cleaner energy, but it has to be practical. Families can\u2019t afford policies that drive up costs or limit their options. Let\u2019s focus on innovation, modernize the grid and keep reliable energy sources in the mix, including nuclear.<\/span><\/p>\n<p><span>We can take care of the environment and still keep California affordable and livable.<\/span><\/p>\n<p><b>6)<\/b> <b>Laws enshrined in California\u2019s Constitution that protect residents from tax increases have also painted local governments into a corner as they seek to fund basic services and have led to chronic underfunding of schools. What would you do about this? For instance, would you support changes to Proposition 13 to remove its protections for commercial properties? I do not support changes being proposed by the legislature.<\/span><\/p>\n<p><span>The arguments in favor of rolling back Prop. 13 ignore a pretty basic point: The state relies on the very businesses it\u2019s talking about taxing more. If we weaken them, we risk bringing in less revenue, not more.<\/span><\/p>\n<p><span>It also leaves out something important \u2014 multi-family housing is often classified as commercial property. So if you strip those protections, higher property taxes don\u2019t just hit owners. They get passed on to renters. That means higher rents, and we\u2019re already in the middle of a housing affordability crisis.<\/span><\/p>\n<p><span>I don\u2019t think the answer to underfunding is making it more expensive to build, own or rent housing. That only makes things worse for the people we\u2019re trying to help.<\/span><\/p>\n<p><span>We should be focused on growing the economy, using existing tax dollars more responsibly and giving local governments more flexibility \u2014 without driving up costs on families.<\/span><\/p>\n<p><b>7) In light of those constraints, along with federal funding cuts, how should California balance its budget and fund basic services?\u00a0 Where would you seek new revenues or savings?<\/b><\/p>\n<p><span>Stop spending money on pointless transportation projects that have no reasonable expectation of success: high-speed rail, multimillion-dollar bridge loan for BART and subsidizing local transportation services in an attempt to push Californians out of their cars.\u00a0<\/span><\/p>\n<p><span>Initiate a policy of zero-based budgeting on a two-year cycle. We need to focus on the primary mission of government: public safety and infrastructure.<\/span><\/p>\n<p><b>8) Speaking of spending, Californians consistently rank the cost of living as a big concern. Recent jumps in the costs of fuel, food and other goods \u2014 combined with federal cuts to safety-net programs, new limits on certain federal loans and more \u2014 are further squeezing residents who were already struggling. What relief would you seek to offer, and how? (150 words max).<\/b><\/p>\n<p><span>The fourth-largest economy in the world should be able to sustain its own needs without expecting an annual bailout from the federal government. Focus on essential services, stop encouraging social welfare as a normative condition for our residents and learn to say no to wasteful handouts.<\/span><\/p>\n<p><b>9) President Trump has made cracking down on immigration a cornerstone of his administration, ordering widespread arrests and detentions of immigrants nationwide and directing military resources to a new military zone along the U.S.-Mexico border. What impact have these actions had on this district? What are your goals on immigrants, immigration and the border, and how would you pursue them in the Legislature? What is your message to constituents who are immigrants? (150 words max)<\/b><\/p>\n<p><span>There have been sporadic immigration policing actions in the district, but these have been primarily focused on federal felony subjects and those who have failed to self-deport as a result of a judicial order.<\/span><\/p>\n<p><span>Sanctuary state\/city policies have led to conflicts in California and other states where this misguided posture has fueled discourse between a vocal minority and federal agents whose mission is to enforce federal law. SB 54 has fractured the professional relationship between state and federal law enforcement, has endangered the federal agents and has compromised our communities by a lack of local law enforcement on site to preserve the peace. I would seek to repeal SB 54 and return California to a state that supports our federal partners who seek to correct the failed policies of the previous federal administration that allowed criminals to enter California unchecked.<\/span><\/p>\n<p><span>If you have followed the rules on immigration, as my grandmother did when she immigrated from Mexico, and you remain law-abiding, you are not the focus of attention from the federal authorities. Continue to work hard to better your lives and provide for the next generation. It\u2019s a goal we all strive to achieve.<\/span><\/p>\n<p><b>10) Health care costs for many Californians are rising \u2014 some because of new federal eligibility requirements, some because of Gov. Gavin Newsom\u2019s moves to limit Medi-Cal coverage for some immigrants. How would you rein in costs? Would you vote to reverse the governor\u2019s cuts to immigrant health care coverage? (100 words max)<\/b><\/p>\n<p><span>The governor\u2019s duty is to ensure a proper climate for health care for lawful California residents. The extensive amount of taxpayer dollars being expended to illegal immigrants has been revealed as a result of HR-1 and the reduced federal offsets for healthcare services. We should encourage business growth in California, not tax them out of the state. If we provide a positive business climate, we could provide for those legal residents to obtain basic medical coverage. The burden of care for those who are not legally in California is the responsibility of the federal government.<\/span><\/p>\n<p><b>11) Among the many ballot measures being pursued by lawmakers and citizens for the November ballot are a handful that have drawn much attention and money. Should each of the below measures qualify for the November ballot, would you personally vote for measures that would do the following? (50 words max per measure)<\/b><\/p>\n<p><b>\u2014 make ride-hail companies like Uber and Lyft liable for sexual assaults committed in cars?<\/b><\/p>\n<p><span>If the drivers are employees, then the parent company is civilly liable for the acts of their employees. If they are identified as independent contractors, they should be required to obtain insurance against acts committed outside the course and scope of the agreement between the driver and the contracting company.<\/span><\/p>\n<p><b>\u2014 require voters to provide a government-issued ID each time they vote?<\/b><\/p>\n<p><span>Yes. Our neighbors, Mexico and Canada, require positive identification to vote, as do most every nation that employs a representative form of government. Voting is a cherished right we MUST safeguard.<\/span><\/p>\n<p><b>\u2014 levy a one-time 5% wealth tax on people with over $1 billion in assets?<\/b><\/p>\n<p><span>No, we cannot tax our way into prosperity. This is not worth a discussion until we can show Sacramento is a good steward of the public funds. Encourage our businesses to stay in California, not chase them to more business-friendly states that manage to work within their means.<\/span><\/p>\n<p><b>\u2014 pass $10 billion in bonds to fund affordable housing development?<\/b><\/p>\n<p><span>Bonds are taxes. We appropriate and spend billions of dollars with no measure of success to show for these expenditures.
