I grew up here, went to local schools and have spent my career delivering for working families. As Assemblymember, I\u2019ve authored and passed legislation to increase affordable housing and homeownership opportunities, deliver bachelor degrees and a new university in Chula Vista, address the Tijuana River sewage crisis and strengthen our region\u2019s economic ties with Mexico.\u00a0<\/span><\/p>\n<p><span>I know this district\u2019s challenges firsthand \u2014 the housing costs, the pollution, the lack of green space \u2014 because I\u2019ve lived them. I bring a record of bipartisan problem-solving and a genuine commitment to the people I represent. During my term, I have secured millions in state dollars to fund new parks and libraries and reduce pollution.\u00a0<\/span><\/p>\n<p><span>I\u2019m running again because the work isn\u2019t finished.<\/span><\/p>\n<div>\n<\/div>\n<p><b>2) What are the top 3 issues facing this district?<\/b><\/p>\n<ul>\n<li><span>Cost of living (Housing, groceries &amp; fuel)<\/span><\/li>\n<li><span>Tijuana River environmental disaster<\/span><\/li>\n<li><span>Lack of higher education in South Bay<\/span><\/li>\n<\/ul>\n<p><b>3) What are the first 3 things you would do in office if elected?<\/b><\/p>\n<p><span>I have brought university education and will build a new university in South Bay. This fall, SDSU will launch their School of Nursing and Global Campus at Millennia Library, a project I secured $25 million for. I\u2019ve helped fund new partnerships that will create six workforce-aligned bachelor degree programs at Southwestern College. A university education is herel; a university campus is coming.\u00a0\u00a0<\/span><\/p>\n<p><span>I will pass AB 2433, my Affordable Homes Bonus Law, to unlock more homeownership for working families. I have passed AB 1287 to expand housing for affordable and middle-income earners; this year I\u2019m targeting for-sale housing.<\/span><\/p>\n<div>\n<\/div>\n<p><span>I will fight for full funding for the Tijuana River disaster. In 2024, I united the entire California Legislature in demanding federal action. I secured $46 million in Proposition 4 funding and expedited it through SB 105 and AB 35. The California Constitution guarantees public access to the coast, and that is what I am fighting for.<\/span><\/p>\n<p><b>4) What should California do to solve its shortage of affordable housing and curb homelessness? Which existing efforts do you believe are working, and which aren\u2019t? (150 words max)<\/b><\/p>\n<p><span>California home prices continue to far exceed the rest of the country, and incomes have not kept pace with housing costs. California also continues to build fewer homes than we need.<\/span><\/p>\n<p><span>I have authored and passed reforms to<\/span> <span>bonus law to incentivize construction of affordable units and middle-income units. In the last five years, this law has helped entitle more than 140,000 homes, making it the most successful streamlining tool in California.<\/span><\/p>\n<p><span>What\u2019s working: getting government bureaucracy out of the way to reduce the cost of building.<\/span><\/p>\n<p><span>What isn\u2019t: scattered implementation of CARE Court, inadequate funding for deeply affordable units and local opposition that blocks projects.\u00a0<\/span><\/p>\n<p><b>5) This district and its neighbors are vulnerable to climate change impacts like wildfires, rising seas and extreme heat, and to the health effects of climate-warming emissions. What should California do to improve climate resilience and reduce emissions and fire risk? (150 words max)<\/b><\/p>\n<p><span>I authored AB 30, to make California the last state to finally authorize E15 \u2014 a cleaner, cheaper fuel blend that reduces emissions and lowers costs at the pump. I\u2019ve proposed solutions to reform California\u2019s trademark pollution-curbing climate program while also not making it a cash cow for the state paid into by working families.\u00a0<\/span><\/p>\n<p><span>We must continue investing in coastal protection, urban tree canopy, green space and cooling infrastructure, especially in lower-income communities that have the least resources to adapt.\u00a0<\/span><\/p>\n<p><span>Restoring the Tijuana River Valley wetlands estuary should be a goal for everyone who cares about the climate. Clean air and clean water are not luxuries. They are rights.<\/span><\/p>\n<p><b>6) Laws enshrined in California\u2019s Constitution that protect residents from tax increases have also painted local governments into a corner as they seek to fund basic services and have led to chronic underfunding of schools. What would you do about this? For instance, would you support changes to Proposition 13 to remove its protections for commercial properties? (150 words)<\/b><\/p>\n<p><span>I do not support changes to Prop. 13 for homeowners.\u00a0<\/span><\/p>\n<p><span>When Prop. 13 passed in 1977, it reduced spending on schools by nearly 60% and shifted fiscal responsibilities from local government to state government. Voters decided to make California a state with lower property taxes and higher state income taxes, which made school funding more volatile \u2014 strong in good years, weak in bad years. That is why I have authored AB 1204 this year, which reforms California\u2019s school funding formula to deliver more resources to districts, and to address regional cost disparities that leave high-need communities chronically underfunded.\u00a0<\/span><\/p>\n<p><span>I am not looking at using Prop. 13 as a way to fix our budget.<\/span><\/p>\n<p><b>7) In light of those constraints, along with federal funding cuts, how should California balance its budget and fund basic services? Where would you seek new revenues or savings? (150 words)<\/b><\/p>\n<p><span>The federal cuts to California have been disastrous. Once the Big Beautiful Bill is fully implemented through 2028, <\/span><span>the gap between what Californians pay in federal taxes and what they receive in federal assistance will grow even larger<\/span><span>, as deep cuts to health care, food assistance and other services take effect.<\/span><\/p>\n<p><span>This year, I have introduced AB 48, the College Health and Safety Bond Act of 2026, to address a $17 billion maintenance backlog in California\u2019s universities and colleges and expand affordable student housing. Bond financing is the right tool for long-term infrastructure. Investing in education now is how we grow our way to a stronger fiscal future.\u00a0<\/span><\/p>\n<p><b>8) Speaking of spending, Californians consistently rank the cost of living as a big concern. Recent jumps in the costs of fuel, food and other goods \u2014 combined with federal cuts to safety-net programs, new limits on certain federal loans and more \u2014 are further squeezing residents who were already struggling. What relief would you seek to offer, and how? (150 words max)<\/b><\/p>\n<p><span>Federal cuts, tariffs and the war in Iran have made groceries, gas and basic necessities even harder to afford. It sucks that we have to deal with it, but here we are.<\/span><\/p>\n<p><span>On fuel costs, I authored AB 30 to make California the final state to authorize E15, a cleaner, cheaper fuel blend that saves drivers money at the pump. I also support ongoing efforts to reform the state\u2019s cap-and-invest program to ensure our climate policies don\u2019t drive up energy costs for working families and push fuel production out of state before clean alternatives exist.<\/span><\/p>\n<p><span>As chair of the Budget Committee on Education, I support expanding community schools, which provide wraparound services including meals, mental health care and family support, as a force multiplier for struggling families. And I will fight to protect Medi-Cal, because health care costs are a leading driver of financial hardship in California.<\/span><\/p>\n<p><b>9) President Trump has made cracking down on immigration a cornerstone of his administration, ordering widespread arrests and detentions of immigrants nationwide and directing military resources to a new military zone along the U.S.-Mexico border. What impact have these actions had on this district? What are your goals on immigrants, immigration and the border, and how would you pursue them in the Legislature? What is your message to constituents who are immigrants? (150 words max)<\/b><\/p>\n<p><span>As my church, Our Lady of Guadalupe, says to immigrants: You are seen, you belong here, and I will fight for you.\u00a0\u00a0<\/span><\/p>\n<p><span>I want fair immigration laws, but the Trump administration\u2019s campaign to demonize immigrants and the raids terrorizing our communities is not that. Families are afraid to take their children to school, go to work or visit a doctor.<\/span><\/p>\n<p><span>Immigrants who fear deportation are less likely to report crimes, making everyone less safe. That\u2019s why I authored AB 1994, the Defending Immigrant Victims Act, to ensure immigrant crime victims know their rights, including the U-Visa. I\u2019ve also sponsored legal clinics so families can safely consult an immigration attorney.\u00a0<\/span><\/p>\n<p><b>10) Health care costs for many Californians are rising \u2014 some because of new federal eligibility requirements, some because of Gov. Gavin Newsom\u2019s moves to limit Medi-Cal coverage for some immigrants. How would you rein in costs? Would you vote to reverse the governor\u2019s cuts to immigrant health care coverage? (100 words max)<\/b><\/p>\n<p><span>As the Medi-Cal expansion has been implemented, the costs proved to be significantly higher than originally estimated. That\u2019s a real fiscal challenge. But the solution should not be to strip coverage from people who need it. We need better cost controls and accurate budgeting.<\/span><\/p>\n<p><span>I support prescription drug price reforms, stronger managed care accountability and ensuring Medi-Cal reimbursement rates actually keep providers in the system.<\/span><\/p>\n<p><span>Cutting health care to close a budget gap is the wrong choice.<\/span><\/p>\n<p><b>11) Among the many ballot measures being pursued by lawmakers and citizens for the November ballot are a handful that have drawn much attention and money. Should each of the below measures qualify for the November ballot, would you personally vote for measures that would do the following? (50 words max per measure)<\/b><\/p>\n<p><b>\u2014 make ride-hail companies like Uber and Lyft liable for sexual assaults committed in cars?<\/b><\/p>\n<p><span>Yes<\/span><\/p>\n<p><b>\u2014 require voters to provide a government-issued ID each time they vote?<\/b><\/p>\n<p><span>No. All voters are verified when they register to vote.<\/span><\/p>\n<p><b>\u2014 levy a one-time 5% wealth tax on people with over $1 billion in assets?<\/b><\/p>\n<p><span>No position yet, still weighing the arguments.<\/span><\/p>\n<p><b>\u2014 pass $10 billion in bonds to fund affordable housing development?<\/b><\/p>\n<p><span>Yes, and the bond to fund higher education infrastructure.
