A 74-year-old man already charged in the slaying of a man found by an Otay Mesa freeway in 2023 was charged Wednesday with three additional killings \u2014 two decades-old cold cases and one involving a victim whose remains were found under a Southcrest home last year.<\/p>\n

Dwight William Rhone pleaded not guilty to three counts of murder, which include special circumstances allegations accusing him of committing multiple murders, during a brief hearing in Chula Vista Superior Court. He also faces multiple other charges, including arson, attempted robbery and identity theft.<\/p>\n

One of the victims Rhone is accused of killing had been shot to death, prosecutors said. Another was strangled and left in an alley, and a third died from blunt-force trauma to the head, prosecutors said.<\/p>\n

Officials said investigators are also looking at other cases potentially associated with Rhone, including that of a woman found dead in a San Diego alley in 1989 and a man who disappeared in 2021.<\/p>\n

Rhone has been in custody since February 2025, accused in the death of Bernardo Moreno, whose body was found after firefighters extinguished a brush fire alongside the Interstate 5 and state Route 905 interchange in October 2023. Moreno died from a gunshot wound to the base of the skull, prosecutors said.<\/p>\n

As that case worked its way through court, authorities announced in December they had identified Rhone as a person of interest after human remains were found at a Southcrest home on Newton Street where Rhone once lived.<\/p>\n

Authorities, who found the body after serving a warrant to search the property, gave no further information at the time.<\/p>\n

On Wednesday, prosecutors identified the remains as those of Michael Brown but did not provide his age or city of residence. Deputy District Attorney Jalyn McNee said Rhone is accused of using Brown\u2019s identity to collect his EBT, CalFresh and Social Security benefits. Brown\u2019s body was found in the crawl space under the home, she said.<\/p>\n

The complaint filed against Rhone alleges that Brown was killed sometime between October 2020 and June 2023, although McNee said she believed it happened in 2021 or 2022. Authorities have not said how Brown died.<\/p>\n

Rhone is also newly charged in the deaths of Heriberto Ruiz and Ronald Johnken.<\/p>\n

Ruiz was found in December 1993 in an alley near Acacia Street and 35th Street in Southcrest. Prosecutors said he had been strangled.<\/p>\n

Johnken\u2019s body was discovered in Chollas Creek near National Avenue and 33rd Street in Barrio Logan in September 2002. Prosecutors said he had blunt-force trauma to his head.<\/p>\n

McNee declined to discuss evidence prosecutors believe connects Rhone to the killings.<\/p>\n

\u201cThere is a lot of discovery now to be disclosed to the defense, and an additional investigation (is) ongoing,\u201d McNee said.<\/p>\n

Rhone is being held without bail. His attorney, Alternate Deputy Public Defender Matthew Mohun, declined to comment after the hearing.<\/p>\n

According to the District Attorney\u2019s Office, investigators are looking into whether Rhone may also be linked to two open cases, including the death of Danice Galloway, whose body was discovered May 1, 1989, in an alley near Naval Base San Diego. Authorities said they believe Galloway lived in the area.<\/p>\n

The other open case is the disappearance of Antenogenes Gomez Velasquez, who was last seen in 2021. He was a neighbor who lived near the Newton Street home.<\/p>\n

\u201cWe are asking for the public\u2019s assistance in any information they can provide us regarding any of the newly charged murders, as well as the two other people who we have identified,\u201d McNee said.<\/p>\n

The criminal complaint filed Wednesday, as well as other court records, indicates Rhone has a lengthy criminal history dating back to the early 1970s.<\/p>\n

In 1970, 1975 and 1979 he was convicted in three separate robberies, during two of which he brandished a firearm, according to court records. While awaiting extradition back to Texas for a 1978 robbery, he reportedly choked and then sexually assaulted his cellmate. He was forced to register as a sex offender following that conviction.<\/p>\n

During the next four decades, Rhone was repeatedly arrested and convicted of vehicle theft charges, drug possession charges and failures to register as a sex offender, according to court records. During some interactions with law enforcement, he became hostile with officers.<\/p>\n

In a 2018 incident during a traffic stop by San Diego police, Rhone reportedly refused to follow the officers\u2019 commands and ordered his dog to attack the officers at the scene, according to court records.<\/p>\n

During a hearing a year later, Deputy District Attorney Zachary Wallace said Rhone had 17 felony convictions, seven misdemeanor convictions and spent just more than 30 years in state prison as of 2019.<\/p>\n

\u201cThere is not a moment in the defendant\u2019s life where he has been out of custody and remained law-abiding,\u201d Wallace said in a court sentencing memorandum. \u201cEven when the defendant is in custody he manages to commit crimes.<\/p>\n

\u201cFurther, the defendant seems to commit the same crimes, never learning from his mistakes.\u201d<\/p>\n

In 2017, court records show that Rhone had a dispute with his former sister-in-law that led her to win a three-year restraining order.<\/p>\n

Ernie Monia, then 70, said in a sworn statement that the two had been roommates for about two years, but he had started bringing home people she alleged were \u201cdrunk and appear to be on drugs.\u201d She said he broke her doorknob during an argument. She also alleged he had a history of bullying her and being verbally abusive, and repeatedly threatened to hurt her if she didn\u2019t comply with his demands for money.<\/p>\n

The pair had lived at the same Newton Street home where Brown\u2019s remains were found last year.<\/p>\n

San Diego police arrested Rhone twice in 2023 on suspicion of being a felon in possession of weapons and ammunition, according to federal court documents. The first arrest came in June, about four months before Moreno was killed, and the second in November, about a month after Moreno\u2019s body was found burning.<\/p>\n

During the first arrest, officers found drugs and an unregistered .45-caliber handgun in Rhone\u2019s front pocket, according to the federal court documents. During the second arrest, officers found a loaded shotgun, its serial number scratched off, in a car Rhone was driving.<\/p>\n

Rhone was eventually convicted of the federal gun charges and sentenced to two years in federal prison.<\/p>\n

In a sentencing memorandum in the federal case, a defense attorney said Rhone was born in Houston to a man who fathered 27 children with at least three wives while working as an explosives expert building railroads. Rhone was 5 years old when his father died, and came to San Diego with his mother when was young.<\/p>\n

His mother worked as a live-in nurse, so Rhone was \u201cunsupervised from his young teenage years and was frequently in trouble with the law,\u201d according to his attorney, who wrote that Rhone spent much of his teenage years in youth detention centers.<\/p>\n

\u201cThis time included a complete lack of privacy, frequent assaults, sexual harassment by staff, and indoctrination into prison culture,\u201d his attorney wrote. \u201cThe experience was more traumatizing than rehabilitative.\u201d<\/p>\n

Rhone apparently returned to Texas at some point and earned a degree in ancient history from Sam Houston State, according to his attorney. He also gained full custody of his daughter when she was 18 months old and retained custody until she was 15, at which point he was sent back to prison, according to his attorney.<\/p>\n

His attorney wrote that Rhone was a plumber by trade, but after losing his license, he worked odd jobs to get by. He married at least four times, according to his attorney, who wrote that his most recent wife died in 2022.<\/p>\n

District Attorney Summer Stephan said in a news release that the additional charges \u201creflect years of dedicated work\u201d by prosecutors and law enforcement. She said their \u201cpersistence and attention to detail helped uncover critical connections between the defendant and multiple victims, including victims whose cases had gone cold.\u201d<\/p>\n

Stephan also credited San Diego police, the FBI, the Naval Criminal Investigative Service and the California Highway Patrol for their work on the cases.<\/p>\n

A preliminary hearing, during which evidence will be presented to determine if he should stand trial, has been set for July 2027.<\/p>\n
