A five-story building with 50 condos and three ground-floor commercial tenants proposed for a lot occupied by a vacant, single-story bank and drive-thru in Carlsbad\u2019s downtown Village has received a thumbs-up from the city\u2019s Planning Commission.<\/p>\n

The 71-foot-tall building would exceed the Village\u2019s 45-foot height limit, but is allowed by state law because the eight for-sale, deed-restricted affordable condos included qualify the development as a density-bonus project. The 0.72-acre site is at the corner of Carlsbad Village Drive and Jefferson Street, about two blocks west of Interstate 5.<\/p>\n

California\u2019s density bonus law is intended to encourage residential construction to meet the state\u2019s housing crisis.<\/p>\n

Planning commissioners voted 6-1 last week to recommend the Carlsbad City Council approve the project at a meeting later this year.<\/p>\n

Commissioner Alicia Lafferty voted no after saying more should be done to determine whether the existing building might be an historical resource. It was designed by the noted architectural firm Tucker Sadler & Associates and built in the late 1970s as a branch of First National Bank and later became a Union Bank.<\/p>\n

Lafferty also suggested the building\u2019s parking garage could be placed below ground instead of at street level to lower the overall height.<\/p>\n

\u201cThis particular project will set a 70-foot precedent in the Village and Barrio,\u201d Lafferty said, adding that the only comparable project is another mixed-use building recently approved for construction on what is now the Smart and Final shopping center farther west on Carlsbad Village Drive.<\/p>\n

The roof of the building will be at a height of 63 feet, 6 inches, according to the plans. Projections for equipment and an elevator room will go higher to 71 feet, 2 inches.<\/p>\n

Other commissioners said the added cost of underground parking would make the development impractical. A cultural resources report prepared for the project states that the bank building is not historically significant.<\/p>\n

\u201cI love the project,\u201d said Commissioner Dave Hubinger. \u201cI think you guys have done a fantastic job. You over-delivered on parking.\u201d<\/p>\n

The parking garage would have 50 spaces, of which 48 would be for residents. The other two would be for the ground-floor commercial tenants. There is no minimum parking standard for the property because it is within one-half mile of public transit at the Carlsbad Village Coaster Station.<\/p>\n

The developer, Carlsbad-based Rincon Homes, has completed several other mixed-use properties in the Village.<\/p>\n

\u201cThe project before you tonight will transform a long vacant and underutilized bank and drive-through into a vibrant, mixed-use community that delivers both market-rate and affordable housing, and supports our local small business community,\u201d said Jonathan Frankel, Rincon\u2019s vice president of forward planning.<\/p>\n

The deed-restricted affordable condos in the project will be available to qualified buyers in two income categories \u2014 moderate income and very low income.<\/p>\n

The company anticipates the four moderate-income units will sell for $375,000 to $425,000 each and the four very low-income units will be $100,000 to $125,000 each, Frankel said. The rest of the condominiums will be sold at market rates.<\/p>\n

According to the real estate website Redfin.com, there are currently 82 condos for sale in Carlsbad at a median listing price of $815,000.<\/p>\n

Buyers for Rincon\u2019s affordable units will be selected in cooperation with city officials, Frankel said, and the city will check annually to verify that the owners continue to quality for the housing. The deed restriction stays with the property for 55 years and starts over if the property is sold, and sales can only be to another qualified buyer.<\/p>\n

Plans call for 19 one-bedroom units from 876 to 958 square feet each, 19 two-bedroom units from 1,228 to 1,632 square feet each, and 12 three-bedrooms from 1,791 to 2,286 square feet each. Each unit will have its own private outdoor deck. Short-term rentals will be prohibited.<\/p>\n

Access to the parking garage would be from the Jefferson Street alley. The main entrances to the commercial space and residences would be from Carlsbad Village Drive and Jefferson Street.<\/p>\n

Seven of the parking spaces will have electric vehicle chargers, and 27 spaces will be ready for chargers to be added if needed.<\/p>\n
