He is a Republican; the job he is running for is considered nonpartisan.<\/span><\/p>\n<p><span>The San Diego Union-Tribune emailed a series of questions to Mattammal and other candidates to help inform voters about their positions, priorities and plans if elected.<\/span><\/p>\n<p><span>Mattammal said he did not use AI tools in responding to the Union-Tribune\u2019s questions.<\/span><\/p>\n<p><b>1.) Why are you running, and what makes you the best candidate? (150 words max)<\/b><\/p>\n<p><span>I grew up in inner-city St. Louis and was the only kid on my block to graduate high school. My neighborhood public high school had a 25% graduation rate for 25 straight years. I know the damage a failing public school does to a community, but I also know the transformational power that a quality education has.<\/span><\/p>\n<p><span>I\u2019m the only candidate who brings 23 years\u2019 experience as a full-time educator, 19 years as an executive of a multimillion-dollar education business with a national reputation for excellence, four years as an elected official and a published book on fixing California\u2019s public schools.<\/span><\/p>\n<p><span>Education is not a handout; it\u2019s a hand up. But across our golden state, too many students aren\u2019t getting that hand up. I have the experience, the vision, the political independence and the determination to lift up California\u2019s public schools and give our students the education they need.<\/span><\/p>\n<div>\n<\/div>\n<p><b>2.) What are the top 3 issues facing schools and students in San Diego County? (150 words max)<\/b><\/p>\n<p><span>The issues facing San Diego County are largely the same as across the state.<\/span><\/p>\n<p><span>First, outdated curricula are causing students to graduate without the ability to read, write or do math; that needs to change. I am advocating for the California Department of Education to publish science-of-reading and balanced mathematics model curriculums that provide districts with the resources and training they need to serve their students.<\/span><\/p>\n<p><span>Second, graduating students lack direction and workforce readiness; that\u2019s why I\u2019m aggressively advocating for career technical education and college and career counseling expansions statewide.<\/span><\/p>\n<div>\n<\/div>\n<p><span>Third, class sizes are just too big. That\u2019s why my funding proposal reallocates future budget growth toward the recruitment of new teachers and paying teachers far more than they currently make.<\/span><\/p>\n<p><span>Each of these issues can be solved, but they require real leadership and advocacy in Sacramento, and that is what I am promising for San Diego\u2019s students.<\/span><\/p>\n<p><b>3.) What are the first 3 things you would do in office if elected? (150 words max)<\/b><\/p>\n<p><span>Unfortunately, I cannot pick just three things.<\/span><\/p>\n<p><span>Within my first two years in office, I will (1) publish a science-of-reading model curriculum made available to all districts and aggressively promote its adoption; (2) revise the statewide math framework to prioritize advanced mathematics, balancing abstract reasoning with procedural fluency; (3) publish a model ethnic studies curriculum that is values-neutral and represents a diverse range of political perspectives; (4) direct resources towards expanded college and career counseling resources for high school students; and (5) offer targeted supplemental teacher pay grants to high-performing teachers teaching in high-need districts, incentivizing skilled educators to work where they are needed most.<\/span><\/p>\n<p><span>My entire platform, including the things I would pressure the legislature to enact, is described in my book, \u201cA is for Average: Why California\u2019s Public Schools Struggle, and How You Can Help.\u201d<\/span><\/p>\n<p><b>4.) What experience do you have in the classroom and in other education roles, and how have your professional experiences prepared you for this role? (150 words max)<\/b><\/p>\n<p><span>First, I have been a full-time educator for the past 23 years: I\u2019ve taught students at every age from fourth grade through college. I\u2019ve taught large classes of low-income, mostly minority students in Richmond, New York City and San Francisco, in such subjects as financial literacy, English, mathematics and grammar.<\/span><\/p>\n<p><span>Second, I\u2019ve taught teachers: I\u2019ve helped public school teachers unlock student performance on standardized tests without \u201cteaching to the test.\u201d<\/span><\/p>\n<p><span>Third, I\u2019ve been an executive of a multimillion-dollar education business for the last 19 years, where I built and continue to manage a team of 50 people across 10 states.<\/span><\/p>\n<p><span>The state superintendent role is an executive role in education. My executive experience building and leading a large distributed team has prepared me to manage California\u2019s large, distributed system. My classroom experience means I understand the reality of teaching in classrooms and the effect that statewide policies have on classroom instruction.<\/span><\/p>\n<p><b>5.) What input do you believe the state superintendent and department should have into classroom instruction in California schools? (150 words max)<\/b><\/p>\n<p><span>I argue in my book that the superintendent\u2019s office is properly thought of as being three-dimensional: (1) an administrator of the public school system, who ensures compliance with the law and protects the rights of students, parents and teachers; (2) a facilitator of innovation, supporting pilot programs statewide and supporting districts\u2019 local improvement efforts; and (3) an advocate for reform at the state level, pressuring the Legislature, state board and governor.<\/span><\/p>\n<p><span>I firmly believe in local control over education, and also in reasonable professional deference for educators, but I believe that within those three dimensions, the superintendent and the California Department of Education have the ability, authority and responsibility to provide technical support to districts, develop evidence-based model curricula and encourage districts to adopt them and support districts in efforts and programs that benefit students and teachers.<\/span><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/05\/07\/judge-leaning-toward-county-inspection-of-otay-mesa-detention-center\/\">Judge leaning toward county inspection of Otay Mesa detention center<\/a><\/p>\n<p><b>6.) How will you ensure access both to career and technical education and to higher education, including ensuring students who pursue career-oriented education now can attend college later in life? How will you ensure equitable opportunities for rural, suburban and urban students? (150 words max)<\/b><\/p>\n<p><span>We need to stop thinking of career technical education as inferior to higher education; the reality is that these are both co-equal components of a well-rounded education. In fact, students who ultimately pursue a trade benefit from advanced academic instruction, and likewise students who later pursue higher education benefit from CTE in school.<\/span><\/p>\n<p><span>Under my leadership, we will expand CTE as well as college and career counseling services. All middle school students should take a CTE course every semester, exploring different fields. In high school, students should have multiple certificate and apprenticeship opportunities available that prepare them for employment in high-demand fields that leverage the unique assets of their local community, be it rural, suburban, or urban. A high school diploma should come with a sense of readiness and direction to tackle whatever comes next for every individual student, and under my leadership, that is what California\u2019s students will receive.<\/span><\/p>\n<p><b>7.) In light of federal immigration crackdowns, funding cuts and rollbacks to civil rights protections and oversight, how can California better serve vulnerable student populations, including those who are immigrants, are LGBTQ+ and have disabilities? (150 words max)<\/b><\/p>\n<p><span>Every student, regardless of their background or personal characteristics, must feel safe and welcome in our public schools and should graduate able to read a book, do math, and get a job. Focusing on those core principles will ensure that we are properly serving students. More than that, the State of California has a robust statutory scheme specifically designed to protect students from discrimination, be they immigrants, LGBTQ+, students with disabilities or any other student subgroup. I am committed to following the law and enforcing its protections for students, parents and teachers.<\/span><\/p>\n<p><b>8.) What role should technology play in the classroom? Where do you stand on screens in school, cell phone bans and the use of generative AI? Please be specific. (150 words max)<\/b><\/p>\n<p><span>I support \u201cbell-to-bell\u201d cellphone bans. The research evidence is clear that cellphones interfere with students\u2019 learning. I also support the recently introduced AB 2071; cell phones and social media exist in the world, and I want every student to be equipped with the tools to keep themselves safe and healthy.<\/span><\/p>\n<p><span>It is not possible for us to know what technologies are going to be relevant to the workforce by the time our students become adults, but students can successfully navigate those changes given strong basic skills that support lifelong learning. That\u2019s why I support developmentally-appropriate education on new technologies (including AI) but strongly advise caution about overusing technology in the classroom, especially in younger grades.<\/span><\/p>\n<p><span>There is value in students learning from pencil and paper before learning to master digital tools. Also, student work completed in the classroom on paper is assuredly not the product of a generative AI model.<\/span><\/p>\n<p><b>9.) School districts across San Diego County are struggling to improve attendance and reverse declines in enrollment. What should the state superintendent and department do to help? (150 words max)<\/b><\/p>\n<p><span>First, ensuring that students are learning at school requires that students be at school in the first place; it is difficult to overstate how serious a problem chronic absenteeism has become in our public schools. We have seen in some districts across the state remarkable success in proactively reaching out to families, partnering with parents and providing supports that remove barriers to attendance. That type of direct intervention is what requires the California Department of Education\u2019s technical assistance to scale statewide.<\/span><\/p>\n<p><span>Second, school closures are painful for communities and are only a short-run solution to balance budgets amid declining enrollment. The long-run solution is to elevate the quality of our public school system. There is tremendous unmet demand for high-quality public schools. If we bring back excellence to our schools, people will seek them out, choosing to enroll their kids in public schools rather than alternative options, rendering school closures rarely necessary.<\/span><\/p>\n<p><b>10.) Independent reports have raised concerns about confusion and conflicts over who is ultimately accountable for education in California. In part to remedy this, Gov. Gavin Newsom has proposed reducing the power of the state superintendent by moving control of the Department of Education to within the governor\u2019s office. Do you support this effort? Why or why not? How else can accountability at the state level be improved? (150 words max)<\/b><\/p>\n<p><span>Four times in the past, state leaders have tried to convert the superintendent of public instruction from an elected to an appointed position. Each time, the voters decisively defeated the proposal, defending the role of the superintendent of public instruction as a politically independent function.<\/span><\/p>\n<p><span>Gov. Newsom has proposed a workaround to a ballot proposition in this case, though: Rather than eliminate the constitutional role of the superintendent of public instruction, simply legislatively strip away their authority. This is a fundamentally undemocratic proposal that is not supported by the majority of Californians.<\/span><\/p>\n<p><span>Some argue that this proposal will increase accountability and efficiency, but there is little evidence of accountability or efficiency in the governor\u2019s current portfolio. Others argue that under this proposal, the governor can choose an \u201cexpert\u201d to manage California\u2019s public schools, but what prevents the role from becoming political patronage? Nothing.<\/span><\/p>\n<p><span>My proposal? Give Californians an elected expert.<\/span><\/p>\n<p><b>11.) If the state superintendent role were changed before you took office, how would the changes affect your approach to the job? How would you continue to advocate for students? (150 words max)<\/b><\/p>\n<p><span>As I argue in my book, the superintendent of public instruction is properly thought of as a three-dimensional role: an administrator of the California Department of Education, but also a facilitator of innovation at the local level and an advocate for legislative and regulatory reform systemwide.<\/span><\/p>\n<p><span>The governor\u2019s proposal, in seeking to strip the superintendent\u2019s office of its teeth, ironically would allow the superintendent to shift the entirety of their time to the roles of facilitator and advocate. According to the governor\u2019s proposal, the superintendent will become a \u201cchampion for education,\u201d but that role is not defined. As California\u2019s next superintendent of public instruction, I will define it as being first and foremost a champion for the kids, and I will unsparingly scrutinize any official who turns a blind eye to the issues facing our public school students.<\/span><\/p>\n<p><b>12.) What should the California Department of Education\u2019s and the state superintendent\u2019s role be in conducting oversight of districts and charter schools\u2019 compliance with state laws? Do you think anything should change about the way the state conducts oversight?<\/b><\/p>\n<p><span>I am committed to following the law, both in letter and in spirit, in every aspect of my role as superintendent. The State of California has a well-defined system for district oversight and management of charter schools. I believe those procedures should be followed to the letter and that it is inappropriate for the superintendent to try to influence that process. That\u2019s why I also commit myself to the spirit of the law; in maintaining the California Department of Education\u2019s neutrality and transparency in any oversight process we have jurisdiction over, we earn the public\u2019s trust.
