Why are you running, and what makes you the best candidate? (150 words max)

I’ve been an educator for over a decade in San Francisco before serving as the VP of United Educators of San Francisco. I’ve witnessed that as strong a classroom, school or district you can make, there are still systemic problems for too many.

In California, we have the fourth largest economy in the world, but our class sizes are 48th out of 50. Research has been available for 30 years saying students in kindergarten and first grade should have 16-18 students in their class, yet our education code and funding are set at 31.

I am running to fight for all students in California to have access to a public education that reflects the fourth largest economy in the world, provides opportunities and doesn’t have schools or districts fighting for crumbs. I’ve had to hold my district accountable, which has prepared me, as the struggles we face in San Francisco are similar across California.

2.) What are the top 3 issues facing schools and students in San Diego County? (150 words max)

The top three issues facing schools and students in San Diego County are fully funded schools, fully-staffed and high-quality support services and immigration.

We know that these are issues felt across the entire state; however, we see that San Diego County, being on the border with Mexico, is particularly impacted by immigration issues as the federal government unjustly targets our immigrant neighbors.

When our schools are not funded properly and students and families are deprived of necessary resources, it makes sense that they would leave to where there is more opportunity. But we can change course by creating more funding that goes to our public schools to have them reflect the fourth largest economy in the world.

3.) What are the first 3 things you would do in office if elected? (150 words max)

One of the first three things I would do would be to propose legislation to increase funding for public schools — this would include creating new revenue streams.

Second, as this role is managerial and oversees school districts, I would work to ensure that districts aren’t holding onto unnecessarily large reserves. It is unconscionable that there are districts holding onto 17%+ reserves when they’re only required to have 3% and we know that students are going without vital supports.

Lastly, I would work to create a plan to reduce class size while also ensuring there are teacher pathway programs to support the increase in educators that would be needed to fulfill those roles.

4.) What experience do you have in the classroom and in other education roles, and how have your professional experiences prepared you for this role? (150 words max)

I was a bilingual fourth and fifth grade educator for over a decade. I have now been the vice president of United Educators of San Francisco for five years, and during this time, I have served on the California Teachers Association’s Financing Public Education Committee.

When I got elected to my VP position, our schools were just coming back in person from COVID, and we had a payroll crisis, followed by the recall of three Board of Education members. While educators have always been a stabilizing force in our schools, that level of instability in our district and within its leadership forced myself and my fellow officers’ first year of leadership in the union to become that much stronger that much faster. Learning how to hold the district accountable has actually helped me prepare for this role immensely.

5.) What input do you believe the state superintendent and department should have into classroom instruction in California schools? (150 words max)

I believe that those in the classroom are best equipped to know how to teach, given the proper support and time. So I really see the state superintendent and department as helping to create the conditions that allow educators to do what they do best. These are people who get degrees and credentials in their field, to master their craft. Yet we know that 50% leave within seven years — not because they don’t want to do it, but because it’s not sustainable. I believe the state superintendent of public instruction and the California Department of Education should be supporting schools and instruction that educators know how to deliver.

Read more Q&A: Meet Richard Barrera, candidate for California state superintendent of public instruction

6.) How will you ensure access both to career and technical education and to higher education, including ensuring students who pursue career-oriented education now can attend college later in life? How will you ensure equitable opportunities for rural, suburban and urban students? (150 words max)

It is one of my platform points to expand this, because as a person who grew up in a rural area, I was told that the only way to succeed was to leave where I came from. But there are incredible opportunities all around the state with all of the amazing industries we have from agriculture to firefighting to technology. If we invest in our communities, students will be able to succeed where they are without the financial burden of loans or moving far away from family/support systems. There are many ways to build a future and have a career — some require college and others need training, but regardless, our wealthy state can and should provide opportunities where students are.

7.) In light of federal immigration crackdowns, funding cuts and rollbacks to civil rights protections and oversight, how can California better serve vulnerable student populations, including those who are immigrants, are LGBTQ+ and have disabilities? (150 words max)

One of the best ways to support our vulnerable students is by fully staffing our schools and ensuring that those who work in schools are knowledgeable in their rights. Many communities have stepped up to meet the moment, such as Los Angeles — namely United Teachers of Los Angeles. They helped to create materials and information for families to be informed and be able to plan in case of immigration involvement and helped to use the union and community groups to share and educate folks on how to utilize this. By utilizing existing community organizations and structures we can strengthen our already existing supports.

8.) What role should technology play in the classroom? Where do you stand on screens in school, cell phone bans and the use of generative AI? Please be specific. (150 words max)

Screens in schools have a time and a place, but they are not a replacement for all education, especially for our youngest learners. We know that technology isn’t going anywhere. We should be mindful of who is selling and profiting off of it and whether it is truly benefitting our students.

The pendulum’s beginning to swing the other way, with LAUSD passing a policy to limit screen time for learners because of the negative impact that much screen time has on our young people. But I believe we must provide alternatives for our youth if we’re going to take away the things we’ve given them to fill their time and use in school.

For generative AI, I believe until it’s in the hands of the working class, we must be cautious of AI and its impacts on the environment and what is done with the data, especially with our young people.

9.) School districts across San Diego County are struggling to improve attendance and reverse declines in enrollment. What should the state superintendent and department do to help? (150 words max)

When we can fully invest in our schools and ensure they’re truly serving our students, able to connect with families, are culturally responsive and providing fully staffed and high quality services, I believe that will really help bring down chronic absenteeism and increase enrollment.

In the meantime, I think we should look to innovative programs that community schools are doing to increase attendance as well as places like New Mexico offering stipends to homeless youth for attending school regularly. If we can find small areas to make a big impact, there will be a ripple effect. Ultimately it will start with supporting the staff at the school sites to enable them to support the families.

10.) Independent reports have raised concerns about confusion and conflicts over who is ultimately accountable for education in California. In part to remedy this, Gov. Gavin Newsom has proposed reducing the power of the state superintendent by moving control of the Department of Education to within the governor’s office. Do you support this effort? Why or why not? How else can accountability at the state level be improved? (150 words max)

While I understand the reports, I do not think a unilateral decision from the governor as he’s leaving the office is the best solution. A solution grounded in the educators, families and students is what’s best. We can rethink how to do things without consolidating and concentrating power into the governor’s office. I think we should be asking stakeholders how they’d like to see accountability improved and how we can achieve that. It’s a beautiful thing that the voters in California get to decide who leads their schools.

11.) If the state superintendent role were changed before you took office, how would the changes affect your approach to the job? How would you continue to advocate for students? (150 words max)

In all honesty, it’s difficult to answer this specifically because how the job would change is unknown. But what I can say is that I am committed to continuing to do the work I have done for nearly two decades, which is to work closely with communities, organize with educators, students and families and demand accountability from leaders in the districts. Students deserve nothing less than a high-quality education that reflects the wealth and opportunity of California’s economy that their families contribute to and create. I will advocate to include their voices and their interests in all decisions. One of my favorite quotes that I always had in my classroom from Che Guevara says “The youth is not the future of anything but the present of everything” — and I still hold that to be true.

12.) What should the California Department of Education’s and the state superintendent’s role be in conducting oversight of districts and charter schools’ compliance with state laws? Do you think anything should change about the way the state conducts oversight?

The California Department of Education and state superintendent of public instruction should continue to ensure that districts and charter schools are compliant with state law. I also believe that charter schools should be held to the same standards as public schools. It is not right that there is a two-tier system for schools where public dollars are used.

There should be more transparency in who is advising our school boards, business officers and overall finances within our districts. Being in a district that is under fiscal oversight, it is astounding how much power that oversight body has, yet how little they are able to really change and fix some of the systemic issues causing the need for oversight.

I believe that if there is oversight, it should be with the tools to help fix the issues and ensure there are high levels of accountability to ensure that all of our public dollars are going to serve our students today and not build up the excess reserves for the possibilities of another day.

Read more Q&A: Meet Josh Newman, candidate for California state superintendent of public instruction

[3

post-88","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-education
<!-- This site is optimized with the Yoast SEO plugin v27.5 -
