Why are you running, and what makes you the best candidate? (150 words max)<\/b><\/p>\n<p><span>I am running because I have a proven track record of fighting for public education for decades. I am the only candidate in this race with the combined experience of classroom teaching, local school district governance and statewide education policy leadership. I have served as an El Camino Community College professor, Torrance School Board president, Assembly member, chair of the Assembly Education Committee and chair of the Assembly Budget Subcommittee on Education.\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span>As a state legislator, I have led the fight to increase funding for our schools, and for major statewide education initiatives like the Local Control Funding Formula, transitional kindergarten, afterschool and summer school programs, community schools, universal school meals and youth mental health services. I have authored 23 education laws, including Proposition 2, the $10 billion statewide school bond measure; AB 49, to keep ICE out of California\u2019s schools; and AB 1454, to promote the \u201cscience of reading.\u201d\u00a0\u00a0<\/span><\/p>\n<p><b>2.) What are the top 3 issues facing schools and students in San Diego County? (150 words max)<\/b><\/p>\n<div>\n<\/div>\n<p><span>Academic proficiency in reading and math, especially in low-income communities;<\/span><\/p>\n<p><span>Student well-being, as reflected by chronic absenteeism, student homelessness and social and emotional well-being;<\/span><\/p>\n<p><span>Declining enrollment, which is linked to school district budget challenges.<\/span><\/p>\n<p><b>3.) What are the first 3 things you would do in office if elected? (150 words max)<\/b><\/p>\n<div>\n<\/div>\n<p><span>Establish a strong working relationship with the new governor and Legislature to work together on state education budget and policies.<\/span><\/p>\n<p><span>Visit school districts and county offices of education throughout the state to establish working relationships and to listen and learn about their most pressing issues and concerns.<\/span><\/p>\n<p><span>Hire an experienced chief deputy superintendent with a strong background not only in public education but also in running a large state agency like the Department of Education. I would also prioritize hiring experienced senior department management to improve the department\u2019s delivery of services and support for local educational agencies throughout the state.<\/span><\/p>\n<p><b>4.) What experience do you have in the classroom and in other education roles, and how have your professional experiences prepared you for this role? What input do you believe the state superintendent and department should have into classroom instruction in California schools? (150 words max)<\/b><\/p>\n<p><span>The state superintendent and the Department of Education provide statewide leadership, guidance and support for local school districts to provide classroom instruction. As the only candidate in this race with experience in both statewide education leadership as former chair of the Assembly Education Committee, as well as local education leadership as a former school board trustee for seven years, I understand the importance of this balance between statewide leadership and local school district control.<\/span><\/p>\n<p><span>Most decisions involving classroom instruction are made at the local school district level. However, as the highest elected statewide education officer, the state superintendent should lead the state in fighting for state funding to support classroom instruction, as well as identify and develop best practices for local districts to consider adopting.\u00a0\u00a0<\/span><\/p>\n<p><b>6.) How will you ensure access both to career and technical education and to higher education, including ensuring students who pursue career-oriented education now can attend college later in life? How will you ensure equitable opportunities for rural, suburban and urban students? (150 words max)<\/b><\/p>\n<p><span>I have been a longtime champion for career technical education. Prior to serving in the California Legislature, I served on the governing board of the Southern California Regional Occupational Center, one of the oldest and largest vocational education programs in Los Angeles County. I have seen successful career technical education programs provide education with relevance for students to pursue college and career pathways. As chair of the Education Committee, I introduced legislation to increase funding for the Career Technical Education Incentive Grant program.\u00a0\u00a0<\/span><\/p>\n<p><span>As state superintendent, I will continue to champion career technical education programs that provide college and career pathways for students to take classes that fulfill our public university A-G coursework requirements that are aligned with career and industry pathways relevant to local workforce needs. These opportunities are necessary for all school districts to provide, especially but not limited to rural communities, where demand for CTE-linked learning programs is high.<\/span><\/p>\n<p><b>7.) In light of federal immigration crackdowns, funding cuts and rollbacks to civil rights protections and oversight, how can California better serve vulnerable student populations, including those who are immigrants, are LGBTQ+ and have disabilities? (150 words max)<\/b><\/p>\n<p>Read more <a href=\"https:\/\/losangelesmovinginsider.com\/index.php\/2026\/05\/07\/qa-meet-nichelle-henderson-candidate-for-california-state-superintendent-of-public-instruction\/\">Q&amp;A: Meet Nichelle Henderson, candidate for California state superintendent of public instruction<\/a><\/p>\n<p><span>As state superintendent, I would lead the statewide fight to support and defend our most vulnerable students, just as I have been for years.<\/span><\/p>\n<p><span>As chair of the Assembly Education Committee, I wrote AB 49, the California Safe Haven Schools Act, to keep ICE out of our schools to protect immigrant students and staff. I also worked with Equality California and other LGBTQ+ advocates to author AB 1825, the California Freedom to Read Act, to fight book bans targeting LGBTQ and other vulnerable communities.<\/span><\/p>\n<p><span>Finally, with the Trump administration dismantling the U.S. Department of Education Office of Civil Rights, California must step up to ensure that students with disabilities are provided the necessary support to strive for equal educational opportunities for all.<\/span><\/p>\n<p><b>8.) What role should technology play in the classroom? Where do you stand on screens in school, cell phone bans and the use of generative AI? Please be specific. (150 words max)<\/b><\/p>\n<p><span>Education technology provides both opportunities and challenges for student success and well-being.<\/span><\/p>\n<p><span>I support technology that can provide academic and administrative support for students and teachers. On the other hand, the research is growing stronger and clearer: excessive screen time and generative AI undermine a child\u2019s cognitive, social and emotional development and well-being.<\/span><\/p>\n<p><span>I wrote the first law in California history in 2019 (AB 272) for school districts to ban or restrict cell phone use at school to support student success and mental health. This year, I introduced AB 1644, calling for a statewide school bell-to-bell smartphone ban. I also authored AB 2652 in 2023 to develop model policies and identify best practices in the use of AI in TK-12 schools.<\/span><\/p>\n<p><b>9.) School districts across San Diego County are struggling to improve attendance and reverse declines in enrollment. What should the state superintendent and department do to help? (150 words max)<\/b><\/p>\n<p><span>As chair of the Assembly Education Committee, I traveled throughout the state to meet with local school district officials, including San Diego Unified, to discuss the challenges of chronic absenteeism and declining enrollment. Investing in community schools and attendance counselors has proven to make a difference in getting chronically absent students back in the classroom, but much work remains to be done.<\/span><\/p>\n<p><span>Declining enrollment is a statewide challenge that requires effective state and local school leadership to manage. I will explore school funding reform to ensure that school districts facing declining enrollment continue to receive sustainable funding. I will also engage with statewide education stakeholders to support a transition to some version of enrollment-based funding, while also being mindful of the recent legislative analyst recommendation recognizing that attendance-based funding is an important incentive to reduce chronic absenteeism and get all students back in the classroom.<\/span><\/p>\n<p><b>10.) Independent reports have raised concerns about confusion and conflicts over who is ultimately accountable for education in California. In part to remedy this, Gov. Gavin Newsom has proposed reducing the power of the state superintendent by moving control of the Department of Education to within the governor\u2019s office. Do you support this effort? Why or why not? How else can accountability at the state level be improved? (150 words max)<\/b><\/p>\n<p><span>I oppose the proposal to remove the state superintendent from its current role of heading the California Department of Education (CDE). While PACE and others want to see the consolidation of power over CDE under the governor, California voters have rejected four previous attempts to weaken the position of the state superintendent as an independently elected statewide constitutional officer in charge of TK-12 public education.<\/span><\/p>\n<p><span>While the governor has many policy areas to balance, the state superintendent\u2019s sole focus is on public education. Californians have repeatedly demonstrated that they want the independently elected state superintendent to be in charge of public education, to elevate the importance of public education above other policy areas and to serve as a check on the governor\u2019s power.<\/span><\/p>\n<p><span>From the perspective of good governance, we should preserve this system of checks and balances and keep the independently elected state superintendent in charge of the California Department of Education.\u00a0\u00a0<\/span><\/p>\n<p><b>11.) If the state superintendent role were changed before you took office, how would the changes affect your approach to the job? How would you continue to advocate for students? (150 words max)<\/b><\/p>\n<p><span>I will continue to advocate for California students regardless of how the superintendent role might change. Regardless of whether the bill passes, I would continue to champion public education, from preschool to TK-12 to community colleges, California State University and the University of California. I would continue to serve as the independently elected statewide constitutional officer focusing on public education at all levels. I would work with education stakeholders at all levels to promote intersegment collaboration to make California\u2019s public education system, from early childhood to higher education, the best in the nation.<\/span><\/p>\n<p><b>12.) What should the California Department of Education\u2019s and the state superintendent\u2019s role be in conducting oversight of districts and charter schools\u2019 compliance with state laws?
