Why are you running, and what makes you the best candidate? (150 words max)

I am running to be the state superintendent because it is time for significant change to occur in the way that we teach and educate young people that assures long-term comprehension and pathways for academic and future economic success.

Classrooms are over-crowded, and teachers are overwhelmed and too often devalued. Students matriculate through grades without demonstrating a real mastery of standard. Assessment outcomes are failing students rather than building their intellectual capacity through critical thought. And the school funding model penalizes small and rural districts versus supporting growth and their ability to effectively support student’s individual needs.

The superintendent of public instruction is a guide and support provider who oversees the compliance and reporting of curriculum development, the implementation of instruction, assessment outcomes and finance management of Tk-12 public schools. They should have lived experience in California public school classrooms to meaningfully address stakeholder and school supports.

2.) What are the top 3 issues facing schools and students in San Diego County? (150 words max)

The primary issues that are impacting schools in San Diego County are 1) school funding to address diminishing access to resources, 2) teacher and education workforce hiring and salary concerns and facilities’ deferred maintenance, 3) the ability to integrate academic standards and workforce training opportunities into the academic curriculum and address the declines in literacy rates, math and language arts.

3.) What are the first 3 things you would do in office if elected? (150 words max)

The first three things that I plan to do immediately as superintendent are to 1) begin the reform of standardized assessments and administration to ensure that they more appropriately address deficits and strengths in student learning and 2) use the outcomes to establish appropriate supports alongside a review of Common Core and California state standards to revise their implementation in relation to state testing expectations and outcomes, and 3) integrate CTE opportunities into academic curriculum frameworks into assist school districts to expand workforce and dual enrollment opportunities with Community Colleges.

Standardized testing has become too high-stakes, which detracts from its purpose of determining student mastery of the Common Core and California state standards. In accordance, we cannot continue to wait for students’ high school graduation to prepare them for college attendance and the workforce. Every student should graduate from high school fully literate with basic workforce skills.

4.) What experience do you have in the classroom and in other education roles, and how have your professional experiences prepared you for this role? (150 words max)

I have been employed as a classroom aide and volunteered as a parent. As a former sixth grade math and science teacher, I hold a CLEAR multiple subjects teaching credential. For the past 13 years I have been employed as a faculty adviser in a California State University teacher preparation program where I support new and pre-service teachers in the classroom.

I am also an elected member of the board of trustees for the Los Angeles Community College District, setting policy and ensuring the state and federal legislation mandates are adhered to. The LACCD is the largest community college district in the country, serving nearly a quarter million students annually, and I served as board president in 2024.

My professional experience and academic background have prepared me for this role because I have deep, current direct knowledge of and experience in TK-12 classrooms needed to guide policy and supports

5.) What input do you believe the state superintendent and department should have into classroom instruction in California schools? (150 words max)

The California Department of Education and the superintendent should provide guidance and direction to school districts through clear accountability measures, goal-setting and expectations for student success and ensuring that all stakeholders have a voice in the planning and have the appropriate tools to carry the plans out effectively.

6.) How will you ensure access both to career and technical education and to higher education, including ensuring students who pursue career-oriented education now can attend college later in life? How will you ensure equitable opportunities for rural, suburban and urban students? (150 words max)

As superintendent, I will require school districts to develop clear plans for the integration of workforce/career preparation for students as early as middle school and assist school districts in building relationships with local community colleges, local businesses and labor to provide relevant opportunities and set reasonable goals.

7.) In light of federal immigration crackdowns, funding cuts and rollbacks to civil rights protections and oversight, how can California better serve vulnerable student populations, including those who are immigrants, are LGBTQ+ and have disabilities? (150 words max)

Read more Q&A: Meet Rick Shea, candidate for San Diego County Board of Education in District 5

California can better serve marginalized student populations by avoiding funding cuts for programs that support their academic and social needs, such as special education classroom aides and wraparound services from school social workers, full-time nurses and mental health professionals. The state and superintendent can provide direct guidance in the development of action plans to address immigration enforcement in schools ensuring that stakeholders are aware of their rights and responsibilities on data-sharing and physical access to schools and policy that ensures that students have remote access to their education.

In addition, the state must ensure that legislation to prevent book bans and legal protections of LGBTQ+ students and educators are enforced.

8.) What role should technology play in the classroom? Where do you stand on screens in school, cell phone bans and the use of generative AI? Please be specific. (150 words max)

Teachers should use technology in the classroom to present information to students; however, students’ use should be as a tool to enhance learning.

As a society we are too reliant on cell phones and digital devices and less on social interactions. School should be the hubs of knowledge attainment and critical discourse. Students should not be allowed to use cell phones to text, or for phone or video calls during the school day.

The superintendent should consult with generative AI experts to learn the difference between AI and generative AI, to determine the appropriateness of generative AI in schools, to establish safety protocols to avoid data breaches and deny student access to erroneous and/or offensive information.

As superintendent, I will guide the California Department of Education to thoughtfully consider the pros and cons of generative AI as we advocate for policy to address concerns and establish safety protocols that protect students and data.

9.) School districts across San Diego County are struggling to improve attendance and reverse declines in enrollment. What should the state superintendent and department do to help? (150 words max)

It will be incumbent upon the superintendent to support school districts in understanding the reasons for the declines in enrollment — learning whether the declines are due to changing community demographics, charter school enrollment due to perceptions of school quality or fears of immigration enforcement and assist districts in goal setting and planning to overcome deficiencies. The superintendent can advocate for fully funded schools to increase programmatic options, wraparound services for students and a focus on family engagement to encourage families to view traditional public schools in a more positive light.

10.) Independent reports have raised concerns about confusion and conflicts over who is ultimately accountable for education in California. In part to remedy this, Gov. Gavin Newsom has proposed reducing the power of the state superintendent by moving control of the Department of Education to within the governor’s office. Do you support this effort? Why or why not? How else can accountability at the state level be improved? (150 words max)

I do not support this effort. Removing oversight of the Department of Education from the superintendent is a missed opportunity to align the role of superintendent with the state chancellor’s goals of student achievement.

To assign the superintendent’s work to the governor or an appointed board that is beholden to the governor, there is no true accountability. An elected superintendent is accountable to students and should have a deep understanding of the challenges in education and the ability to support the development and implement statewide action plans to address the challenges and align state priorities. Historically, the superintendent has not had sufficient experience in K-12 classrooms to improve efficiency, center equity and center hands-on policy reformation.

Statewide accountability can be improved through increased reporting transparency, user feedback mechanisms, and regular audits of the SBE and CDE. In addition, electing the State Board of Education will improve accountability.

11.) If the state superintendent role were changed before you took office, how would the changes affect your approach to the job? How would you continue to advocate for students? (150 words max)

If the role of superintendent is changed prior to my taking office, my approach to the job will remain the same. The superintendent currently has little authority, yet a great deal of power and influence. The governor’s proposal will serve to highlight the power that I plan to use to be an effective ombudsman and high-powered advocate bringing disparate groups together to effect meaningful change in education. My plan for my first 100 days in office is to treat the role as if it has changed and engage stakeholders accordingly.

I will continue to advocate for students by engaging stakeholders, cultivating relationships with lobbyists, business owners and labor to create sustainable workforce pathways for students, by collaborating with state legislators to advise on education related legislation to assure that bills are fully funded and relevant.

12.) What should the California Department of Education’s and the state superintendent’s role be in conducting oversight of districts and charter schools’ compliance with state laws? Do you think anything should change about the way the state conducts oversight?

The state and superintendent’s role in district and charter school compliance oversight is to serve as a guide and support in data collection and timely reporting ensure transparency. Charter school compliance will entail transparent reporting of public and private funds received and expenditures by budget allocation.

Yes, how the state conducts oversight should change. There should be an intentional shift from compliance only to the state providing support with goal-setting to shift the focus to collaboration and coalition-building. This shift will change the relationship between the state and superintendent and the level of direct interaction with schools to focus on partnership rather than strict compliance oversight. I want schools to feel supported and excited about data exchange.

Read more Q&A: Meet Gus Mattammal, candidate for California state superintendent of public instruction

[3

post-97","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-education
<!-- This site is optimized with the Yoast SEO plugin v27.5 -
