Residents wary of sending more traffic onto neighborhood streets to find freeway connection

Chula Vista Mayor John McCann’s campaign treasurer has acknowledged that the campaign inadvertently collected general election contributions in violation of city law and has begun issuing refunds — a disclosure that comes as a rival mayoral candidate says he intends to file a formal ethics complaint over the same conduct.

The law, one cleanup bill says, has been ‘undermined by fraudulent actors exploiting loose eligibility requirements and procedural delays.’
